H.264 vs. ISC1
 
  Hix has been adopted by Hekinan city government (Aichi pref.) and Awaji city government (Hyogo pref.) as a standard disaster protection radio system (fixed type) incorporation our Hix codec.
 
  Hix is a system allowing the image transmission in the narrow band radio channel (12 kbps - 6.4 kbps ) used for, for example, disaster protection radio, which incorporates our still image compression algorithm.
